FDLE Investigation Clears Titusville Police Officers’ Use of Deadly Force As ‘Lawful and Justified’

Titusville Police Chief John Lau released an official update on Tuesday regarding the officer-involved shooting that occurred on February 7, 2025, in the vicinity of Robbins Avenue in Titusville, in which Tri-Marea Rayquan Charles, 26, was killed.

STATE ATTORNEY: Titusville Police officers’ use of deadly force was “lawful and justified” when they shot and killed Trimarea R. Charles, 25, the night of Feb. 7, 2025.

BREVARD COUNTY • TITUSVILLE, FLORIDA – Titusville Police Chief John Lau released an official update on Tuesday regarding the officer-involved shooting that occurred on February 7, 2025, in the vicinity of Robbins Avenue in Titusville, in which Tri-Marea Rayquan Charles was killed.

“On June 10th, 2025, our department was informed by the 18th Judicial Circuit, Office of the State Attorney, that they have closed their review of the independent investigation conducted by the Florida Department of Law Enforcement,” said Lau.

“Per the State Attorney’s Office, the officer involved shooting on February 7th, 2025, was lawful and justified.”

As part of the department’s ongoing commitment to transparency, Lau confirmed that the family of Charles, the individual involved in the incident, has been offered the opportunity to view all related video footage before its public release.

Lau said a private meeting with the family has been scheduled for Thursday, June 12, and the Titusville Police Department will release all evidence related to the case to the public on Friday, June 13, at 8 a.m.

Chief Lau emphasized that the department has remained fully committed to transparency throughout the course of this investigation.

State Attorney William Scheiner explained in the June 10 letter to the Florida Department of Law Enforcement HERE that Titusville Police officers’ use of deadly force was “lawful and justified” when they shot and killed Trimarea R. Charles, 25, the night of Feb. 7, 2025.

As the letter explains, “Charles started a violent confrontation with one police officer, picked up a handgun he had dropped, then ran, armed, toward another officer and a neighboring home.

“It was during these actions that the first officer unholstered his weapon, gave chase, and fired shots at him. Titusville Police had gone to the location, a house on Robbins Avenue, after receiving reports from frightened neighbors over several days about shots fired there,” the letter stated.
